Why do pre workouts vary so much between brands?

Because there's no standard formula and no single ingredient called pre workout. It's a type of product, so each brand chooses its own blend, and two tubs on the same shelf can contain completely different ingredients at completely different doses. The ingredient panel is the only reliable way to compare them, and the caffeine figure is usually the first number to look for.

Is pre workout regulated in Australia?

The product type isn't, but everything in it is. Pre workout isn't on Australia's permitted ingredients list (Schedule 1), because it's a product category rather than an ingredient. Each ingredient inside, such as caffeine, creatine and beta-alanine, has its own rules and its own warnings. Some products are sold as foods rather than listed medicines, which changes the rules again.

The evidence, and its limits

The Australian rules

There's no Schedule 1 entry for "pre workout", and there never could be. It's a product-format label rather than an ingredient name, so it wouldn't appear in the Permissible Ingredients Determination at all. That absence isn't a prohibition. What governs a given tub is each active inside it, checked under its own name: caffeine, creatine, beta-alanine, citrulline and so on each carry their own Schedule 1 position, their own conditions and their own warnings. Caffeine is the one that matters most in practice, because Australian law caps added caffeine and requires several warning statements once a product passes certain thresholds. The practical consequence for a shopper is that two pre workouts can be regulated quite differently depending on what's in them.
